Titusville, FL Animal Ordinances: Veterinary Clinic Zoning (2026)

Titusville Code of Ordinances Sec. 303, requires that in the Neighborhood Commercial, Community Commercial, Regional Commercial, Office Professional, Urban Mixed-Use, Regional Mixed-Use 400 subdistrict and Indian River City Neighborhood-Commercial districts, all veterinary activities be contained within an enclosed, air-conditioned building. UMU clinics must additionally sit on property adjoining a Deleon Avenue or Park Avenue intersection and be screened from view from adjoining properties, a screening rule that also applies in IRCN-C, where boarding is allowed only as an accessory use. The Downtown Mixed-Use Midtown subdistrict carries the strictest standard in the section: veterinarians there may keep no animals on the premises overnight except for continuing treatment or an emergency, since the code states the primary purpose of a veterinary clinic is care and treatment, not boarding, though dog grooming may be included.

Animals must be kept in an enclosed building at all times, with no outdoor runs or pens permitted unless the property is at least a quarter acre. Dead animals must be disposed of by means approved by the Department of Health and Rehabilitative Services, and no on-site cremation facility is allowed. The DMU Downtown and Uptown subdistricts apply these same Midtown standards but only through an approved conditional use permit. The section was adopted by Ord. No. 25-2020, Section 26, effective December 8, 2020.
