Titusville, FL Animal Ordinances: Cat Rules (2026)

Titusville Code of Ordinances Sec. 5-47 requires the owner or keeper of any cat in the city to have it vaccinated against rabies each year by a licensed veterinarian, with narrow exceptions for kittens under four months old, cats vaccinated out of state within the past year with proof, or cats a veterinarian certifies would be endangered by vaccination due to age or illness, in which case the cat must still be confined in a secure enclosure until vaccinated. Sec. 5-48 builds the licensing system on top of that vaccination requirement: once a cat is vaccinated, its owner must obtain a license certificate and tag each year, unless the owner has lived in the city less than 28 days.

The animal control supervisor approves the certificate and tag design, and only that design is valid within the city; a veterinarian who administers the rabies shot may also issue the certificate and tag if authorized by the county to collect the fee. The tag must be physically attached to the cat's collar or harness at all times, except while the cat is hospitalized for treatment or competing in an organized show, and it is a separate violation to let the tag expire, to use a tag issued for a different animal, or to go without an attached tag altogether.

Each certificate and tag is valid for one year from the date of vaccination, and a lost tag must be replaced through the animal control supervisor upon payment of a fee. Separately, Sec. 5-46 limits how many cats or dogs, in any combination, six months or older, may be kept at a single residential building to four; keeping five or more is barred unless the property is zoned for a permitted kennel use.
