Dogs in unincorporated Ventura County must be kept on a leash no longer than 6 feet when on public property or off the owner's premises, pursuant to the Ventura County Animal Regulation Ordinance. Off-leash dogs are permitted only in designated off-leash areas.
The Ventura County Animal Regulation Ordinance requires all dogs to be restrained by a leash not exceeding 6 feet in length when on any public street, sidewalk, park, or other public property in unincorporated areas. Dogs must be under the control of a person capable of restraining the animal at all times. The county operates or permits several off-leash dog parks where dogs may be exercised without leashes within enclosed areas. Dogs on private property must be contained within a fenced yard or other enclosure sufficient to prevent escape. Running at large is defined as any dog off the owner's property and not under leash control. Animal Services officers patrol unincorporated areas and respond to complaints about loose dogs. Dogs that habitually run at large may be impounded, and owners face escalating penalties for repeated offenses.
First offense for a dog running at large: $100 fine plus impound fees of $30-$85. Second offense within 12 months: $200 fine. Third offense: $500 fine and the dog may be classified as a public nuisance. Impound fees increase with each occurrence and include daily boarding charges of $15-$25. Unaltered dogs incur higher impound fees. Dogs involved in biting incidents while off-leash face dangerous dog proceedings. Contact Animal Services at (805) 388-4341 for loose dog reports.
