The Thousand Oaks Municipal Code and Ventura County animal regulations require all dogs to be on a leash no longer than 6 feet when on public streets, sidewalks, parks, trails, and other public property. Dogs must be under the control of a person physically capable of restraining the animal. Thousand Oaks provides designated off-leash dog parks, including the Conejo Creek Dog Park, where dogs may exercise freely within enclosed areas. Dogs on trails in the Conejo Open Space, Santa Monica Mountains, and city park trails must remain leashed at all times due to wildlife and other user safety concerns. Dogs on private property must be securely confined within a fenced yard or enclosure. Ventura County Animal Services handles enforcement in coordination with the Thousand Oaks Police Department.
Dogs at large: $100 first offense, $200 second offense within 12 months, $500 third offense with possible nuisance designation. Impound fees of $30-$85 plus daily boarding charges. Dogs off-leash on trails in open space: $100-$250 fine. Dogs involved in biting incidents while off-leash trigger dangerous dog proceedings.
