LA County Title 10 Chapter 10.32 requires dogs to be restrained by a substantial leash not exceeding 6 feet when off the owner's property. Dogs must be under the control of a competent person at all times. Off-leash areas are designated at select LA County parks. Dogs running at large may be impounded by Animal Care & Control. The owner is responsible for impound fees and any damage caused by an at-large dog. LA County also enforces CA Food & Agriculture Code Section 31602 which makes the owner liable for damages caused by their dog.
First at-large violation: $100 fine and impound fees. Second violation within 12 months: $200 fine. Third and subsequent violations: $500 fine. Impound fees are $70 for first impound, $100 for second, $130 for third. Dogs not claimed within 5 business days may be adopted out or euthanized. Dog bite incidents trigger mandatory 10-day quarantine at owner's expense ($350+).
