Burbank Dog Leash Laws Rules (2026): What You Need to Know

Burbank Municipal Code Title 5, Chapter 8 requires all dogs to be on a leash not exceeding 6 feet in length when on any public street, sidewalk, park, trail, or other public property. The leash must be held by a competent person capable of controlling and restraining the dog at all times. Retractable leashes are permitted provided they are locked at 6 feet or shorter in crowded public areas.

Dogs found at large (off-leash and not under the direct control of their owner on public property) may be impounded by Burbank Animal Control. All dogs over 4 months of age must be licensed with the City of Burbank and vaccinated against rabies. Licenses are available through the Burbank Police Department Animal Control unit. Burbank operates two designated off-leash dog parks: the Johnny Carson Park Dog Park and the Chandler Bikeway Dog Park (De Bell). These parks provide separate fenced areas for large dogs (over 25 pounds) and small dogs (under 25 pounds). Dogs using off-leash parks must be licensed, vaccinated, and under voice control of their owner. Owners must immediately pick up and properly dispose of dog waste in all public areas. Aggressive dogs or dogs that pose a threat to others may be declared dangerous or vicious under the city's dangerous animal ordinance, requiring additional containment and liability insurance requirements.
