Richmond City Code Chapter 4 prohibits keeping any wild or exotic animal as a pet within the city. Prohibited species include nonhuman primates, bears, large felids (lions, tigers, cougars), wolves and wolf-dog hybrids, venomous reptiles, constrictor snakes over 8 feet (Burmese pythons, reticulated pythons, anacondas), crocodilians, and skunks. Virginia Department of Wildlife Resources (DWR) regulates native wildlife possession under 4 VAC 15-30. USDA-licensed exhibitors (zoos, educational programs) and AZA-accredited facilities are exempt. Common exotics like ferrets, sugar gliders, hedgehogs, and most parrots are allowed.
