Richmond requires dogs to be leashed at all times when off the owner property. City Code Section 4 sets a 6-foot maximum leash length. Designated off-leash dog parks exist at Barker Field and Oak Grove.
Richmond City Code Chapter 4 requires every dog off its owner premises to be restrained by a leash no longer than 6 feet. Retractable leashes are permitted only if locked at 6 feet or less. Off-leash use is allowed only inside the two designated dog parks: Barker Field at Bryan Park and the small dog area at Oak Grove. Virginia Code Section 3.2-6538 provides a statewide running-at-large backstop. Dogs must also wear a current rabies tag (Virginia Code 3.2-6521) and a city license tag (5 dollar annual fee for spayed/neutered, 10 dollars intact). Enforcement is by Richmond Animal Care and Control.
Civil penalty 50 dollars first offense, up to 250 dollars on repeat offenses. Dog may be impounded and require fees to reclaim.
