Rockdale County, GA Animal Ordinances: Exotic Pets (2026)

Code § 18-16, "Prohibited animals," makes it "unlawful to purchase, sell, own, possess, harbor, and/or breed skunks, foxes, prairie dogs, raccoons, coyotes, wolves, hybrid wolves, any hybrid animal that is part wild animal, exotic cats or any other native or nonnative" wild animal, unless the person holds a license from the relevant federal agency or the Georgia Department of Natural Resources to possess that animal. The ban covers the full range of ownership activity, not just keeping the animal, but also buying, selling, harboring or breeding it, so a resident cannot legally acquire, foster or sell a pet fox or a wolf-dog hybrid without the state or federal license the section requires.

00, up to 60 days imprisonment, or both, for each violation, with each day of continued possession potentially charged as a separate offense. Rockdale County Animal Services, which administers the rest of Chapter 18's licensing, impoundment and rabies-control provisions, is the practical enforcement point for a report of a prohibited wild animal being kept as a pet in the unincorporated county.
