Rockdale County, GA Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 218-13(zzz) of the Unified Development Ordinance (Title 2 of the Code) sets four specific-use standards for veterinary practices operating in unincorporated Rockdale County. Any structure used as an animal hospital or veterinary clinic must be located, and its activities conducted, at least 50 feet from any property zoned or used for residential purposes, with the distance measured along a straight line connecting the nearest points of the two properties. Medical treatment and care can only happen inside an enclosed building, so outdoor examination, surgery, or holding of animals does not comply.

When a clinic includes a kennel or boarding operation as an accessory to the veterinary use, that portion of the business faces a stricter buffer: it must sit inside an enclosed building or structure at least 100 feet from any residentially zoned or used property, again measured point to point. The ordinance also requires the building itself to be designed to prevent noise and odor from the animals from reaching adjoining properties, meaning ventilation, sound attenuation, and animal-holding placement decisions become part of the county's site plan review.

These standards sit inside Sec. 218-13, the UDO's general standards-of-use section covering specific uses across the base zoning districts, so a veterinary clinic proposed in any district that allows the use, commercial, office-institutional, or otherwise, must still meet the setback and enclosure rules regardless of the underlying zoning classification. Because the requirement is written as a use standard rather than a conditional-use permit, the Department of Planning and Development checks compliance at site plan and building permit review rather than through a public hearing.
