Saint Paul Legislative Code Title XX establishes strict exotic animal regulations. Wolf hybrids, large cats (lions, tigers, cougars, etc.), and roosters are absolutely prohibited and no permit can authorize them. Other exotic or wild animals require a Keeping of Animals Permit at $76 initial fee and $28 annual renewal. Permit requirements may include a completed application, petition from neighbors, proof of anti-rabies vaccination where applicable, a site plan for animal living areas, and inspection of living quarters by Animal Control Officers. Permits are renewed annually with mandatory re-inspection. Minnesota Statutes Section 346.155 additionally regulates possession of bears, non-human primates, and large cats statewide, requiring registration with local animal control.
