Upland's residential zoning prohibits keeping horses, colts, mules, ponies, goats, sheep, cows, calves, and animals of like character in single-family and multifamily residential zones. Larger animals must comply with the California Food and Agricultural Code. Agricultural use may be permitted only on lots of at least one acre with a conditional use permit.
The City of Upland does not permit traditional livestock in its standard residential neighborhoods. The SFR Single-Family Residential zone regulations (Prior code Section 9613.060, Ord. 1835) prohibit the keeping of horses, colts, mules, ponies, goats, sheep, cows, calves, or animals of general like character, and the MFR Multifamily Residential zone carries the same prohibition. The same provisions also bar poultry for any purpose and rabbits kept for sale or breeding. Within Title 6 of the Municipal Code, Section 6.04.220 directs that the keeping of larger animals comply with the requirements of the California Food and Agricultural Code, which governs items such as estray livestock and animal health. The zoning code does provide a narrow path for agriculture: interim agricultural uses, including farms or ranches for orchards, tree crops, field crops, truck gardening, berry and bush crops, and flower gardening, may be allowed on plots of not less than one acre in an SFR zone, but only with an approved conditional use permit. As a built-out suburban city, Upland has very few parcels meeting that one-acre threshold, so for most residents livestock keeping is effectively not allowed. Confirm parcel zoning and any CUP requirements with the Upland Planning Division before acquiring large animals.
Keeping prohibited livestock in a residential zone is a zoning violation subject to code enforcement; conducting agricultural use without a required conditional use permit is also prohibited.
