Section 6.04.115 of the Municipal Code restricts a residence to no more than three dogs and/or three cats that are four months of age or older, and the residential zoning regulations (Prior code Section 9613.060) reinforce this by prohibiting the keeping, habitation, and maintenance of more than three dogs and/or more than three cats, with the total number of cats and dogs not exceeding six animals four months of age or older, unless expressly permitted by law. Animals under four months of age generally are not counted toward the limit. Section 6.04.020 requires every dog four months or older to be licensed, with cat registration made voluntary commencing July 1, 1993. Section 6.04.050 requires dogs to be vaccinated against rabies and kept current, and the owner must produce a veterinarian-signed certificate on request. Licenses are issued with a metallic tag (Section 6.04.070), and a collar must be provided (Section 6.04.080). Households wanting to exceed three dogs or three cats, for example to operate a kennel, would need a use expressly permitted by law and should consult the Planning Division and Animal Services. The limit is enforced by the Upland Police Department's Animal Services Division.
Keeping more than three dogs or three cats (or more than six combined) without an express legal authorization violates Section 6.04.115 and the zoning code, subjecting the owner to code enforcement and penalties under Section 6.04.230.
