Under Upland Municipal Code Chapter 6.04, dogs may not run at large on public streets, sidewalks, parks, or other public places unless secured by a leash no more than six feet in length held by a person able to control the animal. Off-leash activity is allowed only within a posted off-leash city-park area set by council resolution.
The City of Upland regulates dogs at large under Title 6 (Animals), Chapter 6.04 of its Municipal Code, enforced by the Animal Services Division of the Upland Police Department rather than San Bernardino County. Section 6.04.120 makes it unlawful to permit a dog to be present on any public street, sidewalk, school ground, public park, playground, other public place, or private property without the owner's consent unless the dog is secured by a leash no more than six feet in length, and that leash must be held by a person capable of maintaining control over the animal. Cats are generally exempt from leash requirements. The code allows dogs to be off leash only within a posted off-leash area in a city park where the city council has established one by resolution; outside such a posted area the six-foot leash rule applies. Separate rules in Section 6.04.130 govern dogs within the city's Second Avenue Market Area. Dogs found at large without a current license tag are subject to impoundment under Section 6.04.110, and owners pay redemption fees set by council resolution to reclaim them from the Upland Animal Shelter.
