Cleveland County, NC Animal Ordinances: Mandatory Spay/Neuter (2026)

Cleveland County has no blanket spay/neuter mandate for every dog or cat kept in the unincorporated county. Instead, Code § 3-32 lets the Animal Services director order specific preventive measures once an animal has repeated restraint violations or poses a public-safety concern, and those measures can specifically include mandatory sterilization for any animal that has been declared dangerous. Subsection (b)(4) separately authorizes the director to require the owner to have the animal sterilized if it is unaltered. The written containment order under § 3-32(c) must state the reasons the measure is required and the deadline for compliance, and willful failure to comply is punishable under § 3-29 and can lead to seizure or forfeiture of the animal, plus prosecution as a misdemeanor.

A related financial incentive appears in the running-at-large nuisance rule, § 3-33(d): if a nuisance animal is a female in estrus, the owner faces a $500 civil penalty per incident, but that fine drops to $50 if the animal is spayed or neutered within thirty days of the notice, a deadline the director can extend if a veterinary or low-cost clinic appointment has already been scheduled. Separately, § 3-123 directs the animal services director to run ongoing sterilization and trap-neuter-release programs, including fee waivers for owners who meet federal low-income guidelines, to reduce shelter intake and pet overpopulation countywide.
