Kokomo, IN Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 90.01 defines a "POTENTIALLY DANGEROUS DOG" by behavior: unprovoked conduct requiring defensive action, a bite causing a less severe injury, injuring a domestic animal off the owner's property, chasing or menacing a person, or running at large. Once the Department of Animal Services makes that finding, § 90.02(F) imposes a set of confinement duties, and § 90.02(F)(9) specifically requires the dog to be spayed or neutered within 30 days of the determination. That sits alongside the other duties in the same subsection: a secure pen sized to the dog under a printed square-footage table, a permanent microchip, a recent photograph on file, posted warning signage, and a muzzle and six-foot leash whenever the dog leaves its enclosure. Because the duty is triggered only by an individual dangerous-dog determination, it does not apply to the general dog or cat population in the city.
