Kokomo, IN Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Kokomo Code of Ordinances § 132.03(B)(2) makes it a violation to play a radio, musical instrument, phonograph or other sound device louder than necessary for a voluntary listener inside the room, vehicle or chamber where it operates, or in a way that disturbs the peace and comfort of neighboring inhabitants. The code sets an objective backstop: if the sound is plainly audible 50 feet from the building, structure or vehicle where the device sits, that fact alone is prima facie evidence of a violation, so officers do not need a sound meter reading to write a citation.

Division (B)(3) separately bars running a radio, loudspeaker or sound amplifier to cast sound onto the public streets for commercial advertising or to attract attention to a building or structure, a distinct offense from the neighbor-disturbance rule in (B)(2). Section 132.04 exempts specific amplified-sound uses from the whole chapter: parades, festivals, concerts, band and drum corps performances and similar events authorized by the Board of Public Works and Safety (division (D)), and the normal, customary sound of lawfully operating businesses and government entities (division (H)).

The Kokomo Police Department enforces the chapter; under § 132.05, anyone who files a noise complaint must give their name and address to the department and remain available as a witness if the resulting citation is disputed in court.
