Chapter 90 defines a "POTENTIALLY DANGEROUS DOG" in § 90.01 as one that, unprovoked, requires defensive action to prevent injury, bites causing a less severe injury, injures a domestic animal off the owner's property, chases or menaces a person, or runs at large. Once the Department of Animal Services makes that determination, § 90.02(F)(5) imposes the microchip duty: the owner must have the dog permanently identified by microchip at the owner's own expense and must supply the department a color photograph taken within the prior 12 months. The requirement sits inside the broader confinement package in § 90.02(F), which also covers secure pen sizing, warning signage, leash and muzzle rules outside the enclosure, and consent to periodic inspections, so the microchip duty is one piece of an enhanced monitoring regime that only attaches after a dangerous-dog finding, not a general licensing rule for all dogs in the city.
