Kokomo, IN Noise Ordinances: Construction Hours (2026)

Kokomo Code of Ordinances § 132.03(B)(9) declares it a prohibited noise to operate a pile driver, steam shovel, pneumatic hammer, derrick, steam or electric hoist, or other appliance attended by loud or unusual noise between 9:00 p.m. and 6:00 a.m., making that nine-hour overnight window off limits for heavy construction machinery citywide. The chapter's general exemption in § 132.04(B) covers the more common tools of a job site: lawnmowers, weed blowers, garden tractors, construction and repair equipment, go-carts and power tools are excused from the noise rules entirely, but only when properly muffled and only between 6:00 a.m. and 10:00 p.m., a narrower daytime band than the (B)(9) overnight cutoff implies for the heavier appliances it lists.

Emergency construction or repair work is separately exempted at any hour under § 132.04(F), which excuses sound emitted to alert people to an emergency or to perform emergency construction or repair. Because § 132.03(A) also bans any loud, raucous or unreasonable noise that disturbs a neighborhood's peace, a contractor running equipment inside the permitted hours can still be cited if the noise is otherwise unreasonable. The Kokomo Police Department enforces the chapter, and § 132.05 requires anyone filing a construction-noise complaint to give their name and address and to appear as a witness if the resulting citation is contested in court.
