01(A) makes it unlawful to operate a commercial animal establishment or animal shelter without first obtaining a permit, and subsection (B) puts the city's Licensing Authority, the Board of Public Works and Safety, in charge of promulgating permit regulations, including requirements for the humane care of animals.
