Broken Arrow, OK Animal Ordinances: Pet Limits (2026)

City Code § 5-11(b) bars keeping five or more domestic animals on a property, exempting land zoned agricultural (A-1) and unplatted residential property used for noncommercial agricultural purposes (never for hog or pig farming). "Domestic animal" under this subsection excludes goats, cows, horses, sheep, and similar farm animals, which are not subject to the four-animal cap. Section 5-11(d) lets a qualifying hobbyist, someone active a year or more in an organized dog/cat hobby, hunting-dog activity with a valid Oklahoma hunting license, or a registered animal rescuer, obtain a permit from the city to keep up to 20 dogs and cats at a single-family dwelling, subject to a Manual of Fees permit charge, annual renewal, and revocation for breeding, cruelty, or repeat violations.
