Sec. 10-105 of the animal control chapter makes it unlawful to keep any animal or fowl, in any number, in a place or condition that becomes a nuisance because of noise, odor, contagious disease, or other reason. The health officer or an authorized representative may enter any premises at a reasonable time to inspect for compliance under Sec. 10-108, and owners must separately provide adequate food, water, shelter, and sanitary, rat-proof feed storage under Secs. 10-103 and 10-104. Franklin sets no numeric pet-count cap; hoarding-scale keeping is addressed through this nuisance standard and the related sanitation and adequate-care requirements rather than a fixed limit.
