Beyond these definitions, Chapter 6.24 limits non-household animals (anything other than dog, cat, canary, parrot, or similar) to special-permit holders and imposes the 35-foot setback. Households at or near the four-dog or four-cat line should contact Hawthorne Animal Control or Licensing and Code Enforcement to confirm whether a kennel/cat-facility registration is required for their situation.
Keeping four or more dogs (a kennel) or four or more cats over four months (a cat facility) without the required registration/permit violates Title 6 and is enforceable by Animal Control or Code Enforcement, with possible citation and impoundment of animals under Chapter 6.04. Operating a kennel beyond the maximum number stated in its registration, or without the supporting affidavit, is a separate violation. Unlicensed dogs are not exempted from the kennel count, so failing to license dogs can push a household over the threshold.
