Los Banos, CA Animal Ordinances: Pet Limits (2026)

4006 of the Los Banos Municipal Code sets a flat numeric limit: no person may keep or have on any premises owned, occupied, or controlled by them within the City more than three dogs and three cats over four months of age. 4008, both of which also kick in once a dog or cat reaches four months old, so a litter of puppies or kittens under that age does not count toward the cap. 4006 lets the Animal Control Services Unit issue an administrative permit allowing additional animals, subject to whatever reasonable conditions the Unit finds necessary to protect the general public health, safety and welfare of the public or nearby residents and businesses.

That permit process is discretionary and site-specific rather than a fixed second tier of the ordinance, meaning approval can turn on lot size, enclosure conditions, or neighbor complaints. 4012(b)(3), which lists 'the number or types of animals and the method they are maintained' as a basis for a nuisance finding and abatement order. The pet-limit rule sits within Article 4, Animal Care and Control, alongside the City's waste, tethering, vehicle-confinement and vaccination requirements, all enforced by the Animal Control Officer.
