It is hereby declared to be a nuisance and it shall be unlawful and a municipal offense for any person to have more than four (4) dogs on a premises at any one time without having a kennel license. Except as otherwise provided in this Code, it is hereby declared to be a nuisance and it shall be unlawful and a municipal offense for any person to have more than four (4) of any one type of animal, or more than eight (8) animals total, on a premises at any one time, unless the land is zoned agricultural, without having a multiple animal license.
