No commercial district allows the use with only a Zoning Certificate or an Administrative Use Permit, and the table applies both to opening a new clinic and to converting an existing building to that use. 404. To approve, the ZAB must find the clinic will not be detrimental to the health, safety, peace, morals, comfort, or general welfare of people living or visiting in the neighborhood, and will not injure adjacent properties or the surrounding area; if it cannot make those findings, the application must be denied. 020, and that appeal must be filed within 14 days of the City mailing its Notice of Decision.
