Bulloch County, GA Animal Ordinances: Veterinary Clinic Zoning (2026)

Zoning Ordinance Section 1450 governs veterinary services and commercial and private kennels as a single use category. All buildings, structures, and outdoor runs must sit at least 200 feet from every property line, not just from a residence, which pushes the use toward larger, more isolated tracts. Where commercial kennels or outdoor runs are part of the operation, the minimum lot size is two acres, and the required buffer width around the site is doubled from the underlying district's standard, backed by an approved fence, wall or berm.

Animal boarding itself must occur entirely within an enclosed building; the building must be designed and constructed to mitigate noise so it does not burden adjacent properties, and if an existing building not originally built for animal boarding is converted to that use, the county requires added noise mitigation such as acoustical tiles, caulking to seal floor-slab pipe penetrations, and spray-on noise insulation. Odors must be controlled through an air filtration system or an equivalent measure, and any building housing animals must have a drain connected to an approved sanitary facility.

That building also cannot be located in a front yard or in a required buffer area, keeping the operation and its runs set back from both the street and neighboring parcels. Because the section groups private kennels with commercial kennels and veterinary clinics, a home-based dog boarding operation that exceeds an incidental accessory use can trigger the same 200-foot setback, two-acre lot size, and enclosed-building standards as a full veterinary hospital.
