Bulloch County, GA Noise Ordinances: Aircraft Noise (2026)

The Bulloch County Board of Commissioners' noise article treats aircraft as one of twelve specifically prohibited noise sources in unincorporated Bulloch County. Sec. 10-137(12) makes it a violation to generate noise from aircraft takeoffs and landings anywhere that isn't an authorized airport, other landing field, heliport or helipad located in a properly zoned district and operated consistent with the rest of the Code of Ordinances. That prohibition targets unauthorized landing strips and helipads springing up on unzoned land near homes, not scheduled air traffic. The very next section, Sec.

10-138, carves the operative exception back out: aircraft-related noise is not a violation while the aircraft is in flight and under Federal Aviation Administration or Department of Defense jurisdiction, and neither are takeoffs or landings by aircraft experiencing technical difficulties, in distress, operating under emergency air-traffic-control orders, or operating under a declared federal air-regulation emergency. Read together, the two sections leave county enforcement authority over only a narrow slice: noise from an unauthorized landing site outside FAA or DOD-regulated flight operations. Normal Statesboro-Bulloch County Airport traffic and Hyundai Metaplant-related flights operating under standard FAA control fall outside county noise jurisdiction entirely.

A violation of Sec. 10-137(12) is punished under Sec. 10-140 through the Code's general penalty, Sec. 00 fine, up to 60 days in jail, or both, with continuing violations charged day by day.
