Farmersville, TX Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 77-29 of the Code of Ordinances defines two separate veterinary uses. 'Veterinarian clinic and/or kennel, indoor' covers an establishment, not including outside pens or kennels, where animals are admitted for examination and medical treatment, or where domesticated animals are housed, groomed, bred, boarded, trained or sold commercially, all inside the building. 'Veterinarian clinic and/or kennel, outdoor' is the same range of activity but with outdoor pens or kennels added. The schedule of permitted uses at section 77-46(e), the agricultural uses table, treats the two very differently.

The indoor version requires a specific use permit (S) in the General Retail district and is permitted by right (P) in Highway Commercial, Commercial, Light Industrial and Heavy Industrial-1, with every residential district and the Central Area District left blank and therefore prohibited. The outdoor version, with its added outdoor pens, is far more restricted: it requires a specific use permit (S) only in the Agricultural district and is otherwise permitted by right only in Light Industrial and Heavy Industrial-1, with General Retail, Highway Commercial, Commercial, all other residential districts and the Central Area District all prohibited.

In practical terms, a veterinary practice that wants to keep animals in outdoor runs or kennels either needs agricultural-zoned land and a council-approved specific use permit, or must locate in one of the two heavier industrial districts alongside the indoor-only clinics.
