Sec. 11-45(b) sets the city's core restraint standard: all animals must be confined at all times, meaning any animal, including a guard dog or a muzzled dog, must be restrained by being kept in a securely fenced yard, an enclosed pen or structure, or on a hand-held leash then in the hand of a person. The section separately bars four specific behaviors: failing to prevent an animal from being at large within city limits; allowing an animal to run free in any city park; failing to prevent an animal from chasing vehicles or attacking or interfering with other animals or people on public property; and leaving an animal unattended in a public place, regardless of whether it is on a leash, chain, or muzzle.

Subsection (a) further makes it unlawful to leave an animal unrestrained and unattended in a way that lets it enter another person's private property without consent, and separately makes maintaining an animal that causes repeated trespass, attacks on other animals, or property damage a nuisance. The animal control officer may impound any animal violating this section under Sec. 11-45(c), holding it for three days before it is adopted out or otherwise disposed of if unclaimed and unpaid fees remain outstanding. Police canines are exempt from the entire section under Sec. 11-45(d).
