Farmersville, TX Animal Ordinances: Pet Groomer Rules (2026)

Section 77-29 defines 'pet grooming' as an establishment providing grooming services for dogs, cats and other small domesticated animals inside a heated and air-conditioned building, expressly excluding any establishment that provides indoor or outdoor pens for housing or boarding those animals daily or overnight, or that breeds, trains or sells them commercially; the definition adds that pet grooming may operate as an accessory use to a pet shop. That indoor-only, non-boarding line matters because it is what separates pet grooming from the far more restricted veterinarian clinic and kennel categories in the same chapter.

The schedule of permitted uses at section 77-46(k) lists pet grooming as permitted by right (P) in the General Retail, Commercial, Light Industrial, Heavy Industrial-1 and Central Area districts, with the row left blank, meaning prohibited, in Neighborhood Service, Highway Commercial, Heavy Industrial-2, and every residential district from Agricultural through MF-2. A groomer that starts boarding animals overnight or adding outdoor pens no longer fits the pet grooming definition and would instead be evaluated under the far more limited veterinarian clinic and/or kennel use categories, which the use table confines mainly to agricultural and heavy industrial districts.
