Because it appears as item 7 in the Section 704.2 permitted-uses list, an animal hospital or boarding facility in the FA district doesn't need a conditional or special use hearing before the Islands Planning Commission or Board of Commissioners; it only needs the ordinary building permit and, where applicable, site plan approval that any permitted use requires under Section 704.4, which sets a 20,000-square-foot minimum lot area, 100-foot minimum lot width, 20-foot front yard, seven-foot side and rear yards, and a 60-foot maximum building height for the district. That's a meaningfully lighter path than a commercial riding stable, which Section 704.3(2) instead classifies as a conditional use requiring at least two acres and a 100-foot setback for any building or enclosure housing animals.
