Gulfport, MS Animal Ordinances: Veterinary Clinic Zoning (2026)

Appendix A's Section III(K)(2) use table gives "veterinary hospitals" a single entry across all twenty-three zoning columns, from the A-1 agricultural and T1/T2 SmartCode zones through the residential series, the other business districts, industrial zones, sand beach, waterfront and airport overlay, and only the B-2 column carries a mark. That mark is "P," the ordinance's symbol for a use permitted only after the planning commission approves its location and site plan as appropriate with regard to traffic and access, water supply, waste disposal, fire and police protection, and compatibility with the district's orderly development, the same review track used for a range of uses the ordinance treats as needing individualized scrutiny rather than blanket approval.

Because no other district column carries an R, P or X for this use, a veterinary hospital cannot be sited in a residential district, the B-1 neighborhood business district, B-3 central business, B-4 highway business, either industrial district, the sand beach or waterfront district, or the airport overlay under any review track, by right, by planning approval or by special exception. The general enclosure rule that applies across the ordinance also reaches veterinary hospitals: every use in any district except an I-1 or I-2 district must be conducted entirely within a completely enclosed structure, which for a veterinary use effectively means indoor boarding and treatment rather than open-air kennels or runs, since B-2 is not one of the exempted industrial districts.
