Appendix A, Sec. IV(D)(7) sets fence, wall, and hedge height by district. In residential districts including R-O, R-B, T4L, and T4+, a fence between the front facade line and the front property line cannot exceed 4 feet above grade; from the facade line back to the rear property line the cap rises to 6 feet, though a decorative topping with at least 50% transparency can add up to 8 feet total, and fence posts may extend up to 6 inches above the fence itself if decoratively designed, again capped at 8 feet.

Barbed or razor wire is flatly prohibited in residential districts. In business and industrial districts, including E-G, the rear-of-facade cap jumps to 10 feet including posts, the front-yard cap stays at 4 feet, and up to 2 feet of barbed or razor wire is allowed on fences at least 8 feet tall, except adjacent to residential property. Sec. IV(D)(4) separately protects sight lines at corner lots: within the triangular area formed by the intersecting street lines, no fence, wall, hedge, or planting between 3 and 8 feet above street grade may be erected, and on-street or off-street parking is specifically barred in that triangle too.

Where a fence borders a less intense zoning district, the stricter district's height rule controls the whole fence under Sec. IV(D)(7)(a)7. Materials are restricted to brick, wood, stucco, or wrought iron (or imitations), except painted metal panels in industrial districts, and any variance from these standards goes to the zoning board of adjustment, which weighs safety, visual impact, and compatibility with the neighborhood.
