Pocatello, ID Animal Ordinances: Veterinary Clinic Zoning (2026)

City Code section 17.01.160.B.3.g defines Office as government, business, and professional offices, and expressly lists 'medical, dental and veterinary clinics, offices, and laboratories' among its examples, so a veterinary clinic is regulated as an Office use rather than under the separate Animal Related Services classification (which the code expressly excludes veterinary clinics from). Table 17.03.500, the District Use Table, lists Office as a conditional (C) use in the RMM and RH residential zones, a permitted (P) use in the RCP, CG, CC and OP zones, and restricted (R27) in the LI and I industrial zones; it is nonpermitted in RE, RL and RMS.

Note 27 to the use table spells out that restriction: office uses, which include veterinary clinics, are permitted in the LI and I zoning districts only as accessory uses up to thirty percent (30%) of the entire square footage of a development complex, and only when accessory to a principal use; any other office use in those industrial zones requires a conditional use permit. So a stand-alone veterinary clinic can locate by right in Pocatello's Office Park, General Commercial and Community Commercial zones, needs a conditional use permit in the higher-density residential zones, and in the light industrial or industrial zones is capped at 30 percent of a complex's floor area unless it goes through the conditional use permit process under section 17.02.130.
