Sanford, FL Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 11.2 of Sanford's Land Development Regulations defines "veterinarian and animal hospital" as a premises occupied by an establishment providing health care in which a person practices a vocation involving the medicine, dentistry, surgery and similar animal hospital and veterinarian procedures and services to animals for a fee, and specifies that the use includes grooming and boarding facilities. Schedule B's nonresidential permitted-use table then sets where the use may operate: an indoor veterinarian and animal hospital is permitted (P) by right in the GC-2, RI-1, MI-2 and AG districts, allowed only as a conditional use (C) in RC-1 and SC-3, and not listed at all for the RMOI district, meaning it is not a permitted use there.

Outdoor components of the same use, such as outdoor kennel runs, are more restricted: permitted only in RI-1 and MI-2, conditional in GC-2 and AG, and absent from RC-1, RMOI and SC-3. Any veterinary use approved in the city must also meet the parking standard set out in Schedule H, which requires 3.0 parking spaces per 1,000 square feet of gross floor area under Section 7.0's off-street parking requirements, before Planning and Development Services will issue a site development permit for the clinic.
