Bloomington, IL Animal Ordinances: Wildlife Feeding (2026)

Section 8-107 of the Bloomington City Code targets wildlife feeding in the city's core rather than imposing a citywide ban. It is illegal for any person to feed or put out food for any birds not then held in captivity within the territory bounded on the north by the north line of Chestnut Street, on the east by the east line of Prairie Street, on the south by the south line of Oakland Avenue, and on the west by the west line of Lee Street.

That boundary covers a portion of downtown Bloomington, reflecting concerns about attracting large numbers of birds into a dense commercial and pedestrian area. The prohibition sits in Chapter 8, Article I, "In General," between the ban on killing birds or squirrels (§ 8-106) and the noisy-animal provision (§ 8-108), and it is enforced the same way as other general animal-control violations in that article, through the Bloomington Police Department. The ordinance does not restrict feeding captive birds or feeding wildlife outside the named downtown boundary, so a resident in an outlying neighborhood is not covered by this particular section.
