Kauai County, HI Animal Ordinances: Wildlife Feeding (2026)

Section 22-24.9, added to the Cat Microchipping Program by Ordinance No. 1107 in March 2022, is a single, unqualified sentence: it is unlawful to feed cats on any county property. The Article does not carve out an exception for a permitted colony caretaker or a registered feral-cat feeding station, so the ban applies to county parks, beaches, roadways, and other public land islandwide. It sits alongside Section 22-24.10's separate ban on abandoning a cat, defined as intentionally leaving a cat on someone else's property without that owner's written or oral consent, which the Council added in the same 2022 ordinance to target the same colony-dumping problem from the other direction.

Because Kaua'i has no deer or geese populations of the kind mainland ordinances address, the county's only codified "don't feed the animals" rule targets cats specifically rather than wildlife generally, reflecting the island's feral and stray cat management problem. Enforcement runs through the Animal Control Provider, the Kaua'i Humane Society, under contract with the county, and Section 22-24.11 applies the same graduated fine schedule used for every other Article 24 violation: a fine of $100 to $200 for a first offense, $200 to $300 for a second, and $300 to $500 for a third or subsequent offense, all payable regardless of whether any cat involved is ever impounded.
