Livonia's Home Business: The Rules That Matter

Zoning & Home Occupation Permits

Livonia allows home occupations by right in the N1, N2, RUF, NM1, NM2, and NM3 Districts under Zoning Ordinance Section 6.28, provided the business stays inside the enclosed dwelling, uses no more than 20 percent of the usable floor area, employs no more than one non-family worker, and generates no noise, storage, or manufacturing beyond what an ordinary household produces.

Penalties reach a $500 fine, 93 days imprisonment, or both, or a first-offense civil infraction capped at $500, with each day of continued noncompliance a separate offense, plus potential nuisance-per-se abatement under Section 14.02.

Customer Traffic Restrictions

Livonia caps client traffic at home businesses under Zoning Ordinance Section 6.28(7): clients, patrons, and other commercial visitors may only visit between 8:00 a.m. and 9:00 p.m., no more than ten vehicles may visit during that period, and no more than two vehicles may be present at the same time. Massage establishments are barred from home occupation status entirely in N1 districts.

Each day of a continuing violation is charged separately, and the city may also pursue nuisance abatement in court.

Home Daycare

Livonia permits a family child care home only as a waiver use in the N1, N2, and RUF residential districts under Zoning Ordinance No. 3160, Section 6.11. The provider must hold a valid State of Michigan license, register with the City Clerk, and run the business from their principal residence, with strict limits on drop-off hours, signage, and spacing from other registered homes.

Operating a family child care home without City Clerk registration, without the required State of Michigan PA 116 license, or in violation of the 10:00 p.m. to 6:00 a.m. drop-off restriction is a zoning violation subject to enforcement by the Livonia Inspection Department. Unregistered or unlicensed homes can be ordered to stop operating as an unpermitted waiver use, and posting a sign on the premises is a standalone violation of Section 6.11(9).
