Livonia, MI Home Business: Customer Traffic Restrictions (2026)

Section 6.28(7), part of the Home Occupations standards governing residential business use in the N1, N2, RUF, NM1, NM2, and NM3 Districts, sets Livonia's client-visit limits. Visits from "clients, patrons, salespersons, or other commercial invitees" are confined to the hours between 8:00 a.m. and 9:00 p.m., closing off overnight and early-morning traffic in residential neighborhoods. Within that window, the ordinance caps total daily visits at ten vehicles, and limits simultaneous presence to no more than two vehicles at any one time, preventing a home business from generating the parking and traffic impact of a small commercial lot.

The same subsection carries a use-specific exclusion: massage establishments, as defined in Section 2.01(8), are strictly prohibited as home occupations in all N1 districts, whether sought as a permitted or a waiver use, regardless of whether the operator could otherwise meet the client-visit limits. The traffic cap works alongside the rest of Section 6.28's home occupation standards, including the requirement that deliveries from commercial suppliers happen only between 9:00 a.m. and 5:00 p.m. on weekdays, on vehicles no larger than FHWA Class 5, and not so frequently that they interfere with the residential character of the street. Together the rules are meant to keep a home occupation's visible footprint indistinguishable from an ordinary household's comings and goings.
