Cowlitz County, WA Building Safety: Building Permits (2026)

05 adopts, building, fire, mechanical, fuel gas, plumbing and the rest: any work those codes regulate needs a permit obtained from the Department of Building and Planning, applied for on forms the Department provides. The section also carries forward permits the Department already issued: a permit granted before this ordinance's effective date stays valid as long as construction begins within 180 days of issuance and the work proceeds through to completion without the permit lapsing, so an in-progress project is not forced to reapply just because the county updated its adopted codes.

180 gives a path to the Cowlitz County Hearing Examiner rather than a code-specific appeals board. 395, the county's general Hearing Examiner procedures, and it has to move fast: the appeal must be filed with the Department no later than 20 days after the decision being appealed was issued. It is not free either; the appellant must pay a $1,000 filing fee to the Cowlitz County Department of Building and Planning when the appeal is filed. Because the appeal window and fee sit outside any single adopted code, they apply the same way whether the underlying dispute is over a building permit, a fire code determination or a plumbing plan review.
