When required, any owner, authorized agent, or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by the construction codes, or to cause any such work to be done, shall first make application to the building official and obtain the required permit for the work. ... Ordinary minor repairs and maintenance scopes of work (less than $1000.00 in value) may be made with the approval of the building official without a permit, provided that such repairs shall not violate any of the provisions of the construction codes, and excepting work proposed in a Historic District for which permits are otherwise required.

Full Breakdown

UDO Sec. 1 sets the baseline: work regulated by the construction codes, including new construction, alteration, moving, demolition or a change of occupancy, and installation or replacement of electrical, gas, mechanical or plumbing systems, all require an application to the Building Official and issuance of a permit first. Sec. 00 in value, which can proceed with the Building Official's approval and no permit, except work in a Historic District, which always needs one. Fees under the City's schedule are due at permit issuance, and Sec.

4 adds reinspection fees when a prior violation is not corrected, work is not ready when scheduled, work is covered before inspection, or a permit is obtained only after a stop-work posting. Sec. g requires construction to begin within 8 months of issuance or the permit and its fees are forfeited. Sec. 5 sets separate expiration clocks: 12 months for residential buildings of four units or fewer, and 24 months for larger residential and all commercial, industrial and institutional work, after which a new permit is needed along with an additional fee equal to the original, doubled on a second or later renewal. The permit number must be posted conspicuously at the site before construction begins.

Violations & Fines

Work started without the required permit, or performed inconsistent with the approved plans, is a violation of Article 10, punishable as provided in Section 1-12 of the Code of Ordinances. The building cannot be occupied for the use shown in the plans until the permitted work is complete and a Certificate of Occupancy has been issued by the Building Official.
