UDO Sec. 1 adopts the International Plumbing Code, as amended and approved by the state Department of Community Affairs, giving it the same force and effect as if fully set out in the City's own code, with a copy kept on file with the City clerk. Sec. 6 confirms the code applies to every plumbing installation, alteration, repair, replacement, fixture, fitting and appurtenance connected to a water or sewer system. Notably, Sec. § 8-2-26(d) for master plumbers and utility contractors inapplicable within the City, so a Building Official inspection is required regardless of the contractor's state licensing status.

Sec. 4 layers on a local requirement: any newly constructed building over 3,000 square feet with a commercial or public use, or a substantial improvement of the same size, must include an accessible family or assisted-use toilet room with a baby changing station whenever an aggregate of six or more male and female water closets is required, though multi-family residential, hotels and motels are excluded. Sec. 2 adds reinspection fees for plumbing work when a prior violation is not corrected, work is not ready when inspection is requested, or work is covered before inspection.
