Jacksonville, NC Building Safety: Building Permits (2026)

Division 2 of Chapter 5 handles building-code administration rather than setting numeric standards of its own. Section 5-32 adopts the current North Carolina Building Code, as the North Carolina Building Code Council issues and amends it, as fully as if the state text were printed in the city code, covering safe and stable design, construction methods, minimum standards and material use for any building or structure hereafter erected, enlarged, altered, repaired or reconstructed. Section 5-33 makes future amendments to that adopted code effective in the city automatically once the responsible state agency files them with the city clerk, so Jacksonville's building requirements update without a separate council vote every time the state revises the code.

Section 5-34 requires the city clerk's office to keep an official copy of the building code and every amendment on file, giving contractors, inspectors and residents a fixed reference for which edition currently governs. Section 5-35 extends the same by-reference adoption to the appendix of the North Carolina State Building Code. Permit and inspection fees for work covered by this chapter are not fixed in the ordinance text itself; Section 5-20 instead lets the city council set them from time to time, with the current fee schedule on file with the city clerk and the building inspection department. Zoning dimensional standards, by contrast, sit in the city's separate Unified Development Ordinance and are not part of this building-code chapter.
