Jacksonville, NC Building Safety: Electrical Permits (2026)

Division 5 of Chapter 5 handles the city's electrical code the same way it handles the building, residential, mechanical and plumbing codes elsewhere in the chapter: by adoption, not by writing separate local technical standards. Section 5-89 adopts the most recent edition of the North Carolina Electrical Code, described in the ordinance as the National Electrical Code, as the North Carolina Building Code Council issues and amends it, as fully as though the text were printed in the city code. Section 5-90 provides that amendments the responsible agencies adopt and publish become effective in the city automatically once they are filed with the city clerk, so Jacksonville's electrical requirements track the current state edition without a separate local ordinance each time the code changes.

Section 5-91 requires the city clerk's office to keep an official copy of the electrical code, and of every amendment, on file, which functions as the authoritative reference for which edition and amendments currently apply to a wiring job. As with the building code in Division 2, permit and inspection fees for electrical work fall under Section 5-20's general fee provision, which lets the city council set them from time to time rather than fixing dollar amounts in the ordinance text, with the schedule on file with the city clerk and the building inspection department.
