Lafayette, LA Building Safety: Building Permits (2026)

Section 26-91 adopts the current LSUCCC editions of the International Building Code, International Residential Code, and International Existing Building Code, including each code's Chapter 1 as separately amended. Subsection (d) then narrows the model codes' own permit exemptions: even if a structure would normally be exempt from a permit, "a permit shall be required if the foundation of an exempt structure is of a permanent nature, such as a concrete slab," while a structure on a movable foundation, skids or blocks, can stay exempt, though it must still meet the Unified Development Code's setback rules, Lafayette Utilities System requirements, and any other applicable ordinance.

Before a permit can be pulled at all, § 26-35 requires the contractor to register annually with the community development and planning department, supplying business information, a copy of the required Louisiana state license, and proof of insurance; no permit issues to anyone without a current registration. Fees are set by the Lafayette City-Parish Council under § 26-37 and double automatically if work begins before the permit is applied for or issued. Disputes over how the adopted codes are applied follow a fixed chain under § 26-36: the code official decides first, the department director can modify that call, the chief administrative officer reviews next, and an aggrieved party who still disagrees has 15 days to file a written appeal with the clerk of the city-parish council, followed by 30 days after the council's decision to seek judicial review.
