Section 26-432 adopts "the International Plumbing Code, the latest and most current edition adopted by the LSUCCC," the Louisiana State Uniform Construction Code Council, and folds in any amendments published in the Louisiana Administrative Code, so the applicable edition changes when the state council updates it, not on a fixed local schedule. Before a plumber can pull a permit, Section 26-35 requires registering with the community development and planning department: the applicant must supply business name, address and phone number, a copy of the required Louisiana state contractor's license, and proof of insurance, and no permit may issue for work regulated by the chapter without that registration in hand.

Registration runs the calendar year and must be renewed by January 31 of the following year, and the building official can suspend a registration for up to six months for cause. Section 26-37 sets a financial trap for anyone who skips the permit step: if plumbing work begins before the permit application or issuance, the permit fee is doubled. Beyond the code adoption itself, Section 26-433 layers on cross-connection and backflow-prevention enforcement, administered by the director of utilities under Lafayette Consolidated Government's Cross-Connection Control and Backflow Prevention Policy, treating violations of the IPC's backflow sections as violations of this chapter.
