Layton Municipal Code 15.02.010 sets the baseline rule for the whole building code: "No building or construction shall be undertaken prior to the issuance of a permit unless exempted under this Title." That means everything from new construction to alterations, additions, and moving a structure onto a lot needs a permit first unless a specific exemption applies elsewhere in Title 15. Section 15.02.020 requires the application to be made on City forms and accompanied by fees set by resolution or ordinance of the City Council, and the City may issue a single comprehensive permit under 15.02.100 that covers building, plumbing, electrical, and excavation requirements together instead of four separate applications.

Plans and specifications must be submitted for the Building Official's review under 15.02.030 before any permit issues; if a project changes mid-construction, amended plans and a supplemental permit are required, and a fee may be assessed for that supplemental permit. The substantive construction standards behind the permit come from the International Building Code, 2024 Edition, adopted by reference under 15.02.110, along with the 2021 International Residential Code (15.02.155), the 2024 International Mechanical, Fuel Gas, and Plumbing Codes, and the 2023 National Electrical Code, all incorporated as part of the Layton Municipal Code.

A limited owner-builder exception in 15.02.090 allows a non-licensed owner to pull a permit for work on their own single-family dwelling or accessory building if they personally buy the materials and perform the labor. Building permit and inspection fees are charged per the City's Consolidated Fee Schedule under 15.02.120, and a bond is required to guarantee completion of on-site and off-site improvements.
