045 lays out building-safety standards a Layton home day care must meet on top of its child-capacity limits. The area used for day care needs two separate means of egress arranged so that if one is blocked the other remains available; exit doors other than the main one may be as narrow as 32 inches, but the main exit must be at least 36 inches wide. If the day care space sits in a basement or on the second floor, one of those exits has to discharge directly to the outside, and no home day care may operate above the second floor of a residential structure at all.

Smoke detectors must be installed to the latest edition of the adopted building code, and electrical outlets have to be protected or capped with safety devices. Fireplaces, wood stoves, and open-face heaters must be inaccessible to children while in use, and portable space heaters are barred outright whenever children are on the premises. Each home day care must keep a written emergency and disaster plan covering natural disasters and power failures, and must show the Layton City Fire Department proof of a quarterly emergency drill at the time of its yearly inspection. The day care area must also have at least one fire extinguisher on hand.
