Layton, UT Building Safety: Plumbing Permits (2026)

Layton Municipal Code Title 15, Chapter 15.02 controls all plumbing work in the city. Section 15.02.010 states flatly that "no building or construction shall be undertaken prior to the issuance of a permit unless exempted under this Title," and Section 15.02.170 folds the International Plumbing Code, 2024 Edition, published by the International Code Council, into the city code by reference, making that edition the enforceable plumbing standard citywide. To obtain the permit, Section 15.02.020 requires filing on city-supplied forms and paying the fee set in the Consolidated Fee Schedule referenced at Section 15.02.120, which also covers a bond guaranteeing completion of on-site and off-site improvements; unmet bond terms forfeit to the city.

Section 15.02.030 bars the Building Official from issuing the permit until submitted plans show the work will conform to the adopted codes, and if the scope changes mid-job, the contractor must submit amended plans and obtain a supplementary permit, which can carry its own fee. Once work starts, Section 15.02.040 puts the burden on the permit holder to notify the Building Official when the plumbing is ready for testing or inspection; a failed or missed inspection triggers a second inspection fee, and the permit holder must supply the testing devices.

Section 15.02.050 gives the Building Official and authorized representatives the right of entry at reasonable hours to inspect the plumbing work and the power to condemn and order defective work repaired, replaced, or changed by written notice. A property owner or contractor who disputes how the Building Official applied the plumbing code can appeal to the five-member Building Code Board of Appeals created under Section 15.02.060, whose members serve staggered three-year terms, cannot be City employees, and may only review interpretation of the code, not waive its requirements.
